Introduction

 

The Tauernwindpark Oberzeiring is one of the most ambitious wind projects in the world due to the extremely exposed site in 1.900 metres above sea level and the exceptionally promising wind conditions.

The difficult accessibility for construction and maintenance vehicles and the harsh weather conditions of the site provide an opportunity for a valuable scientific investigation of the performance of wind turbines in alpine regions.

Preparation for the Tauernwindpark Oberzeiring has been going on for more than four years. Wind measuring equipment in 10 metres above the ground was installed in spring 1997. In order to make a detailed investigation of the wind conditions and the expected icing problems of the site, an ALTENER Project (German text) was submitted in summer 1998. In the framework of that project wind was measured at 50 metres above the ground and measurements with SODAR (Sound Detecting And Ranging) were carried out.

Due to the extreme weather conditions at the site and the inherent risks involved, a proposal was submitted in June 1999 for a combined research and demonstration project in the European Commission´s 5th Framework Programme. The wind park will include 11 wind turbines, two of them will be part of this research project.

The work plan for the project consists of seven packages:

Preliminary tasks: Planning, Call for tenders, Orders
Wind park erection: Transportation and erection of the wind park
Measuring equipment: US measurement + Ice detection equipment
Performance evaluation: Load and power quality measurements
Ice and Climate: Prediction of icing and wind turbulences
Maintenance and operation: Actual performance data over 2 years
Project Management: Coordination of project and partners

The erection and operation of the two research turbines with the accompanying scientific programs should have following results and impacts:

Optimisation of the performance of wind turbines on alpine sites with severe weather conditions

Improvement of anemometers and ice detectors

Testing of power curves at a site with variable air density and turbulent wind conditions

Increasing safety and reliability of wind turbine operation under influence of icing

Development of a special transportation vehicle

Involvement of local people to ensure public acceptance of the project
